I also spoke to Det. Glavin and have faxed him a copy. It appears that Mr. Henson has violated his immigration conditions and is engaging in knowing harassing behaviour to our people who are assisting in the New York tragedy and advocating others to do likewise. I can be reached at 416-871-1222 if you wish to contact me. Yours Al Buttnor Ms. Edith Ismail Decaire Immigration Canada RE: KEITH HENSON file # 4460-0022 Dear Ms. Decaire: I wish to get your advice on the serious situation with the above named individual. Yesterday I received a post from the Internet that Keith Henson and his fellow hatemonegers had announced a picket of our Church in Toronto this coming Saturday. Prior to this announcement on the Internet. previous pickets, of which there had been 4 or 5 including one last week, had not been announced. I also found on the Internet a post made from Mr. Henson's Canadian email account from his wife of a picket she had done in Washington, DC on 1 Sep. His wife had been at a previous picket here in Toronto and is apparently in Canada living with her husband at the residence of Gregg Hagglund in Oakville. I am not sure about this last point however. Although Henson has stayed 100 feet away from our properly in Toronto, the fact that he is passing out rather bombastic and negative information about our religion in close proximity to our Church in an attempt to create a climate of intolerance in the area is of concern. His cohort Gregg Hagglund with whom he lives is under no such restriction and has been camped literally on the Church's doorstep during these pickets. He has engaged in yelling at our parishioners when they attempt to enter or leave our premises through a rear entrance. The parishioners are using this rear entrance in an effort to avoid this behaviour from the picketers. Our concern is that these actions are in fact fomenting hatred in our neighbourhood so that while Mr. Henson himself maybe physically restricted, we have the added concern that like-minded individuals will act upon this incitement of hatred towards our religion. It appears this situation is escalating because these pickets are now being announced on the Internet and suggests to me that this aggression is increasing rather than decreasing. What can we do about this? It is about this that I request your advice. Please contact me at 416-871-1222 or 416-922-1779. Yours sincerely, CHURCH OF SCIENTOLOGY OF TORONTO DEPARTMENT OF SPECIAL AFFAIRS 14 September 2001 Toronto Police 52 Division RE: MR. KEITH HENSON, U.S. FUGITIVE Dear Sirs, I would like to bring to your attention a matter concerning Mr. Keith Henson, a fugitive from the United States who is currently living in Oakville, Ontario, having made a claim for refugee status here in Canada. Mr. Henson, who has been convicted of a hate crime against members of the Church of Scientology in the State of California, and who has been sentenced in abstentia to a term including jail time for his failure to appear for sentencing, has been allowed to remain here under an Immigration order. This order allowed him to be released from detention while his refugee application is being processed. The order specifically forbids that Mr. Henson from communicating to Scientologists and he is ordered to stay 30 meters away from the Church of Scientology of Toronto. Mr. Henson has continued his hate campaign against the Church of Scientology since his arrest and subsequent release from detention. He has continued to picket the Church of Scientology and actively participates in an internet newsgroup called alt.religion.scientology, with other likeminded individuals. Today we were shocked to learn of an internet posting by Mr. Henson, posted today, where he encourages others to tie up a 1-800 help line that the Church of Scientology in New York has operating to assist in the disaster relief in New York. Mr. Henson indicates in this internet post that he himself has done so. Mr. Henson also adds that he has contacted this Scientology 1-800 number himself and spoken to the Scientologist manning the telephone. Mr. Henson's intention to interfere with the work being done by the Church in New York to assist in the disaster is quite appalling. It is also a violation of the Immigration Order which released him from detention. We would like to ensure that Mr. Henson does not continue this activity which he notes "may be illegal". Keith Henson Dear Ms. Decaire, I represent Hilary Dezotell, Ken Hoden and Bruce Wagoner, who were the named victims in People of State of California v. Keith Henson, Case # HEM014371. I am writing to update you on the proceedings in Hemet, California wherein Mr. Henson was sentenced. He was sentenced for his conviction of violation of § 422.6 of the California Penal Code - terrorist threats against individuals because of their religious beliefs. He was sentenced on July 20, 2001 to 365 days in jail, but given the option of accepting probation that includes 180 days in jail, pay a fine of $2,700.00, submit to searches without probable cause by any law enforcement officer, and a stay away order from victims' employment. The bench warrant previously issued remains in effect and there is an outstanding charge of failing to appear (for sentencing). I have attached a copy of the Court's minute order (Attachment A). The court also noted Henson's status as a fugitive in Canada and specified that the warrant for Mr. Henson's arrest without bail remains in force. I also wish to bring to your attention a document filed by Henson in connection with his bankruptcy case in the Northern District of California. He wrote "My engineering consulting practice has often required me to travel. The fact that I find consulting clients or employment in Canada instead of Michigan or California does not put me beyond the reach Ms. Edith Ismail Decaire August 13, 2001 Page 2 of this court ...." (Attachment B.) I do not know if Henson has obtained permission from Immigration to work in Canada as a consultant. In any event, it is strange that he has told one court that he is seeking refuge status and another that he is merely traveling as part of his "consulting practice", when I suspect he is not yet allowed to work in Canada. I remain willing to cooperate with you in any way. My clients would like to see Mr. Henson serve his sentence and obtain closure in this matter. I personally consider him very dangerous. Very truly yours, Elliot J. Abelson
